Allison 2,369
I live in a really small town. Our main street is only two blocks long. There is a little town, that is 2-3 times our size, about 10 miles away. I was supposed to go to the gym with a friend, but it fell through, and I ended up at the big, little town, down the way. I had coffee, and then headed to the hardware store for some bits and bobs. As I got out of my truck, I could hear dogs barking their heads off. No one seemed to pay attention. One dog in the alley, appeared to be jumping on the fence where the dogs were barking. Lots of noise. I spent maybe 15 minutes in the hardware store, and when I came out, I could see that same dog jumping on the fence, all the others were barking, and one dog sounded in distress. So as I watched, I could see that the dog that I thought was jumping on the fence, was trying to get purchase on the telephone pole. He was flipping over. I called out, and he screamed. As I got closer, I could see that he was hanging by the neck, from a chain, over the fence. He must have been there before I went into the hardware store! He was flipping around trying to save himself, and even though there were people all around, they seemed immune to the constant barking. I mean, what do you do? You just do what you have to, right? I tried to lift him up, then got a better hold, and tried again, until I was able to undo the chain. He had no collar, just the chain. We walked around to the front of his house, but no one answered. It was awful. A junk yard. There was another dog in a wooden enclosure, a small dog (judging from his bark), with no windows, also barking incessantly. There was no way to lock the dog in the yard, so I scrounged around, found a broken leash on the side of the house, lying in the mud, and took him with me. After some asking around, and buying a collar for him, I found the city hall, where they seemed to know the dog and the owner. They took him and will keep him safe until the next time. What the hell?

Allison 2,369
Thanks you guys. I do feel that there was a strange chain of events that caused me to be there at the right time. And of course, hanging out with you folks, keeps a person "animal aware". I am tempted to meet the owners, but hopefully the blood red collar will remind them to take better care of their animal friends. Also, isn't that dog 101, that you don't tie your dog in such a way that he could hang himself? I wish all dog owners had to go through Kim.
LakeGirl 779
"...until the next time..." What the hell indeed! There should be some way to guarantee that there never is a next time!
Allison 2,369
I could not help myself, and I did drive by and meet the owner. He had it in his mind that the city had come onto his property, and scared his dog over the fence. I assured him that it was only me. And more probably, a squirrel had run up that phone pole just outside the fence, and since he had ways for the dog to climb up and jump over with a CHAIN ATTACHED TO IT'S NECK,... Anyway, he had moved the dog to another property. I was very kind, and complimented him on what a good dog he was, etc. No bad feelings. Except, I am keeping an eye out for that dog.

Tervlab 152
Nice work Allison...not sure I could have been as nice. I have seen some pretty aweful situations living in Portland but mostly people really take care of their pups...Portland is a wonderful “dog city”.
